    <Abstract>&lt;p&gt;The Family Protection and Youthful Population Law was enacted in 2021 with the aim of increasing the fertility rate and promoting population rejuvenation. The Law emphasizes the importance of preventing related offenses and incorporates both penal and non-penal preventive measures. Non-penal prevention is implemented through institutions such as the education system, the media, the Ministry of Health, and other relevant organizations, whereas penal prevention is pursued through the criminalization of certain acts, including unlawful abortion. Using a descriptive-analytical approach, the present study examines the preventive measures provided for under this Law and identifies gaps in its preventive framework through an analysis of its statutory provisions. The Family Protection and Youthful Population Law primarily focuses on primary prevention, while insufficient attention has been given to secondary and tertiary prevention. The absence of adequate support for at-risk families and the lack of necessary measures to prevent recidivism constitute significant challenges within the Law. To enhance the effectiveness of the Law, it is recommended that oversight of the implementation of preventive measures be strengthened, greater coordination be established among implementing institutions, and cultural and supportive policies be expanded alongside penal measures. Such measures may contribute more effectively to reducing related offenses and achieving the objectives of the Law.&lt;/p&gt;</Abstract>
