Assessing the Impact of Artificial Intelligence–Related Laws on the Quality, Speed, and Transparency of Public Services under Iran’s Fourteenth Administration

The growing integration of artificial intelligence into public administration has transformed the organization, delivery, and evaluation of public services. This article assesses the impact of artificial intelligence–related laws, policies, and institutional arrangements on the quality, speed, and transparency of public services under Iran’s Fourteenth Administration. The study adopts a descriptive-analytical legal approach and draws on national policy documents, relevant legal principles, institutional developments, and scholarly literature concerning artificial intelligence governance and automated public-sector decision-making. The analysis distinguishes between normative, institutional, and operational impacts. The findings indicate that the legal and policy framework inherited and further developed by the Fourteenth Administration has strengthened the strategic legitimacy of artificial intelligence, promoted institutional coordination, supported technological infrastructure, and connected AI deployment with administrative reform. These developments have created important capacities for reducing repetitive procedures, improving information processing, accelerating routine services, and supporting more consistent administrative decisions. However, the practical effects of these measures remain insufficiently documented because comprehensive and independently verified data on processing times, accuracy, error rates, accessibility, complaints, and citizen satisfaction are not yet publicly available. The study further finds that Iran still lacks a comprehensive and risk-based legal framework governing high-impact public-sector AI systems. Major gaps remain in algorithmic impact assessment, personal-data protection, public registration of AI systems, meaningful explanation, human oversight, independent auditing, procurement accountability, incident reporting, and remedies for algorithmic harm. Accordingly, the existing framework has produced clearer normative direction and greater institutional capacity, but its measurable contribution to service quality, speed, and transparency cannot yet be conclusively established. The article concludes that Iran requires a multilayered regulatory model combining parliamentary legislation, executive regulation, technical standards, sector-specific rules, public performance reporting, independent supervision, procedural rights, and enforceable remedies.
